The state of New Jersey started considering introducing legal casino gambling in the 70s, with voters in the Garden State being asked to give their vote on casino gambling for the first time on November 5,974. Back then, 60% of voters were against it and took another vote in 1976 for casino gambling to be approved in New Jersey, but this time the proposal was to introduce casinos only to Atlantic City. The first casino facility that opened its doors in Atlantic City was Resorts International, which started welcoming visitors on May 26, 1978.
Nowadays, Atlantic City has nine land-based casinos, several racetracks, and eight licensees with internet gambling permits. While the online gaming industry has been the predominant driving force for Garden State’s gambling revenue growth in the last few years, land-based gaming and sports betting in Atlantic City have also helped New Jersey to compete with other states like Nevada and Pennsylvania where the gambling industry is also expanding rapidly.
Monthly Revenue Reports for Atlantic City’s Gambling Sector
The very beginning of the year 2023 showed a strong start for the gaming industry in Atlantic City, with the total GGR marking a significant year-over-year growth in the first month of 2023. The upcoming months continued the trend of increasing gaming revenue, with the first half of the year already surpassing results for the entire 2022.
January Gaming Revenue in Atlantic City
Atlantic City casinos, racetracks, and their partners reported a total gaming revenue of $436.9 million for January 2023. This number showed a 14.5% surge compared to the results of $381.7 million in January 2022.
The total gambling revenue in Jersey Shore for January 2023 comprises casino wins of $211.7 million, internet wins of $152.9 million, and sports wagering gross revenue of $72.3 million.

The nine licensed casino brands, racetracks, and their partners operating in Atlantic City reported February 2023 gaming revenue of $412.2 million, which indicated a 10.4% increase compared to the gaming revenue of $373.3 million for February 2022. As for the year-to-date total gaming revenue, casinos, racetracks, and their partners have reported revenue of $849.1 million, reflecting a 12.5% growth from $755.0 for the prior period.
The total gaming revenue of Jersey Shore for February 2023 comprises total casino wins of $215.0 million, sports wagering revenue of $54.6 million, and Internet wins of $142.6 million.

The year-to-date numbers showed a total gaming revenue of $ 1.34 billion, which indicated a 13.4% increase from $1.18 billion generated in the previous period.
The total gaming revenue for March 2023, included casino wins of $228.6 million, sports wagering revenue of $93.0 million, and internet win revenue of $165.7 million.

Atlantic City’s casino and racetrack sector reported May 2023 total gaming revenue of $$470.9 million, which indicated a 9.4% jump from $430.6 million generated in May 2022. The year-to-date numbers showed total gaming revenue of $$2.27 billion, which indicated an 11.7% growth from $2.03 billion in May 2022.

June Gaming Revenue in Atlantic City
For the month of June in 2023, Atlantic City’s casinos, racetracks, and their partners reported total gaming revenue of $457.2 million, which indicated that the industry has experienced a 13.9% growth compared to $401.5 million in June 2022. As far as year-to-date numbers go, the total gaming revenue reported by facilities licensed to operate in Atlantic City was $2.72 billion, which marked a 12.1% increase compared to $2.43 billion for the previous period.
The total gaming revenue in Jersey Shore for the month of June consisted of casino wins of $241.6 million, sports betting revenue of $66.4 million, and online casino revenue of $149.3 million.

As for the year-to-date results, the gaming industry in the Monopoly City reported total gaming revenue of $3.23 billion, reflecting an 11.0% growth compared to $2.91 billion reported for the previous period.
The total gaming revenue for July can be divided into total casino wins of $290.0 million, sports betting revenue of $61.0 million, and online casino wins of $155.2 million.

Official reports on gaming revenue in Atlantic City for August 2023 showed a total gaming revenue of $531.6 million, generated from all casinos, racetracks, and their partners. The August report indicated a 12.9% increase when compared to $470.7 million, which was the total gaming revenue in August 2022.
The year-to-date numbers for August 2023 showed total gaming revenue of $3.77 billion, which indicated an 11.2% growth from $3.38 billion generated for the previous year-to-date period.
The total gaming revenue for that month include in-person casino revenue of $280.3 million, sports betting revenue of $66.7 million, and Internet win of $155.3 million.

Constantly Growing Gambling Industry in Atlantic City
While we have official statistics only up until August 2023, more than half of the fiscal year 2023 has passed and we can base our predictions for the gambling sector in Atlantic City on the official revenue data provided by the official regulator in the state of New Jersey.
The total gaming revenue recorded by casinos, racetracks, and their partners operating in Atlantic City surpassed $500 million, which is a mark the gambling industry in Jersey Shore has exceeded only for the second time in history.
As for the summer of 2023, for the three months between June and August, the gaming industry in Atlantic City managed to generate $1.49 billion, which indicated a 10.5% jump from the GGR of $1.35 billion reported for the same period the previous year. According to James Plousis, chair of the NJ Casino Control Commission, while the three months between June and August showed mixed results for some operators, the overall sentiment for the 2023 summer in Atlantic City was of a growing GGR, with both casino wins and total gaming win reaching their highest levels for the last decade.
In-person gambling during the months between January and August experienced a slight upturn of only 2.3%. Recently, casinos operating in Atlantic City admitted that their profit margins for the first half of the fiscal year 2023 have declined 18%, dropping to $281.4 million. Meanwhile, net revenue surged 1.5% to almost $1.6 billion.
Leading Gaming Revenue Contributors in Atlantic City for 2023
As it has been established, the gaming industry in Atlantic City continues to grow, reaching new record levels in 2023. However, certain gaming sectors show significantly better results compared to others. Based on the official information published by New Jersey’s gaming regulator, we can conclude that online gaming has been the driving force for the surge in GGR from the months up to August in 2023. Meanwhile, land-based gambling continues to decline, marking either very small year-to-year increase each month or reflecting a negative growth compared to results from the previous year.
1Atlantic City GGR Market Share in January
In January, the nine casinos operating in Atlantic City achieved a 12-month streak of generating over $200 million in GGR, bringing the state of New Jersey wins of $211.7 million. While this marked a 15.3% year-over-year increase, compared to the previous month’s results, there was a 1.8% decline in revenue. Typically, January is the slowest month for land-based gambling but January 2023 results showed a promising beginning for the casino industry in Atlantic City.
Online casinos in Atlantic City broke some records from the very first month of the new year, generating Internet win of more than $150 million for a second consecutive month. While there were mixed results among some operators, the revenue of $152.9 million was a major contributor to the overall growth of the gaming revenue in Atlantic City for January 2023.
Atlantic City’s sports wagering sector reported revenue of $72.3 million for the month of January in 2023. While this still reflected a 20.2% year-over-year growth, what seems to be impressive about this amount is the fact that four out of 13 licensees reported revenue loss in January 2023.
Despite all three sectors experiencing revenue increase in January 2023, commercial casinos contributed the most to the total gaming revenue of Jersey Shore for that month.
2Atlantic City GGR Market Share in February
Unfortunately, commercial casinos in Atlantic City enjoyed almost no increase of revenue in February 2023. The nine casinos reported wins of $215.0 million, reflecting a 1.2% year-over-year increase. According to experts, the reason for the revenue decline was that the land-based gambling sector in Atlantic City was still recovering from the global pandemic. It has been revealed that gamblers still bet the same amounts they used to wager prior the pandemic. However, they have changed the place where they bet their money.
Unfortunately, February was also a slow month for the sports betting industry of Monopoly City, with sportsbooks reporting wagering revenue of $54.6 million. While disappointing, these results were somewhat expected as the month has fewer calendar days, one less weekend and the football season is closing.
Unlike the other two handles, online gambling experienced a great revenue success in February 2023, reporting Internet win of $142.6 million. While this amount marked a 6.7% decline from the previous month, it showed a 9.7% increase compared to February 2022. The global pandemic launched online gambling in Atlantic City to new heights and since January 2021, the online casinos in Atlantic City have failed to beat the $1000million mark just once in February 2021.
In February, commercial casinos still accounted for the largest part of the total gaming market in Atlantic City (52.2%) but online gaming came really close with a 34.6% market share.
3Atlantic City GGR Market Share in March
The nine casinos operating in Atlantic City marked a 5.6% year-over-year growth with the revenue of $228.6 million recorded in March 2023. Despite there was some surge in casino wins, there were pretty underwhelming performances among the nine licensed casino operators. Four casinos reported March 2023 revenue lower than the casino wins generated for March 2022. Meanwhile, one property was flat and two other casino entities reported revenue increase of either 3.1% or less.
March was extremely profitable for sportsbooks, with operators banking on bets palace on college basketball underdogs. Sports wagering revenue in Atlantic City reached $93.0 million in March 2023, which is the third-highest monthly gain in the last five years.
March of 2023 was also a record-month for online casinos, with the sector reporting revenue of $165.7 million, reflecting a 17.8% increase compared to March 2022. At the moment of writing this report, there still has not been a month to beat the March record for online casinos, with the sector representing 34% of the total gaming share of Atlantic City in March 2023.
4Atlantic City GGR Market Share in April
April was another slow month for the land-based casino sector in Atlantic City, with the nine licensed casino operators reporting revenue of $231.5 million. This indicated a decline compared to April 2022 and just a slight jump from the prior year-to-date period revenue. Just two entities achieved revenue growth, while one of the industry’s top performers reported a decline in revenue.
While April could not repeat the record-breaking results from March, Internet gambling generated revenue of $158.9 million for the month of April. This marked a 16% growth compared to the numbers recorded in April 2022. Meanwhile, the sports wagering sector has also experienced a decline in April, with numbers showing that bettors were spending less on sports wagering in April 2023 compared to April 2022. While the amount wagered in April 2023 reduced by more than 10%, sports wagering revenue for that month amounted to $72.3 million, reflecting a year-over-year growth of more than 43%.
5Atlantic City GGR Market Share in May
May brought most of the commercial casinos in Atlantic City a decline in revenue, which meant the casino sector was going through a second consecutive month of revenue decrease. The nine casinos in Monopoly City reported total wins of $227.3 million for May 2023, reflecting a 2.4% year-over-year drop. Seven of the nine casino licensees reported revenue drop for in-person gambling in May 2023. The great news for the May results was that land-based gaming in Atlantic City surpassed 2019 levels. However, as more people have shifted to online slots and mobile betting, land-based casinos’ popularity is decreasing, which explains the decline in revenue.
With online gambling becoming extremely popular, there was no surprise that May 2023 Internet win in Atlantic City had reached $161.4 million, reflecting a 18.7% surge compared to $136.0 million for the prior period. While online casinos could not reach the March record, they came really close, once again proving online gaming has a big influence on the growing total gaming revenue of Atlantic City.
Sports betting also marked a strong month in May 2023, with the sector relying on basketball wagers. The combined sports wagering revenue of sportsbooks licensed in Atlantic City for the month of May amounted to $82.2 million. This indicated a 13% jump from the revenue for the previous month and a 33.4% year-over-year growth.
6Atlantic City GGR Market Share in June
With summer being the busiest time of the year for Atlantic City casinos, the month of June brough Monopoly City quite the increase of GGR. With Casino Win of $241.6 million, the nine casinos licensed to operate in Atlantic City marked a 5.4% jump from June 2022. A total of five from the nine licensees reported revenue growth in June, contributing for the overall increase of revenue in the sector. In-person gambling for the month of June accounted for more than 52% or the whole gaming market in the city.
Online gambling also continued the trend of fast-paced growth, with the first half of 2023 surpassing the results for the first six months of 2022. According to data released by the NJ DGE, the eight licensed online casino operators and their partners generated revenue of $149.3 million for the month of June. This amount reflected a year-over-year growth of 12.1% but could not keep up with the revenue of the previous month or the record-high revenue in March.
The sports betting sector in Atlantic City also experienced an increase in revenue in June 2023, reporting sports wagering revenue of $66.4 million. This meant that the sector enjoyed a 69.1% surge from the $39.3 million generated in June 2022. Unfortunately, the increase in revenue was overshadowed by the 6.6% decline in sports wagers placed in June 2023, reaching its lowest amount since August 2022.
7Atlantic City GGR Market Share in July
Casino operators experienced a 3% decrease in revenue in July 2023, which was understandable as only three properties reported a year-over-year growth when compared to July 2022 results. The nine casinos in Atlantic City reported a total revenue of $290.0 million, which was down from the $299 million generated in July the previous year. Despite that, land-based casinos continued the trend of slow recovery from the global pandemic, with July 2023 revenue expressing a 4.5% increase compared to July 2019.
While in-person gaming continued to have the biggest market share in July 2023, online casinos have reported a 13.5% year-over-year surge, with online casinos reporting revenue of $155 million. Meanwhile, the year-to-date online casino revenue surpassed the $1 billion mark in July 2023, reaching $1.085 billion, reflecting a 14.2% increase compared to the revenue for the same period of the previous year.
July was also a great month for sports betting, with Atlantic City sportsbooks reporting sports wagering revenue of $61.0 million. Compared to the revenue generated from sportsbooks in July 2022, the latest July results showed a 35.6% year-over-year increase. While the July 2023 sports wagering revenue is the lowest monthly handle since August of the previous year, the sports betting handle for July 2023 experienced a 10% increase, recording bets of $587 million.
8Atlantic City GGR Market Share in August
The end of the summer season for Atlantic City’s gaming industry has been extremely successful, with all land-based casinos, online gaming operators, and sportsbooks reporting revenue growth in August 2023. The nine commercial casinos in Atlantic City reported August 2023 revenue of $280.3 million, indicating a 2.3% increase compared to the same period of 2022. For the eighth month of the fiscal year, five out of all nine casinos reported year-over-year revenue increase. In August 2023, land-based casinos continued to hold the biggest share in the total gaming revenue for the month.
Online casinos have also continued the trend of constant revenue increase, with the eight casino licensees in Atlantic City reporting Internet win of $155.3 million. Compared to data from August 2022, this revenue number expressed a 18.1% year-over-year increase. Year-to-date online casino revenue generated more than $1.24 billion, predicting a constant record-breaking trend for online gaming in Jersey Shore.
The month of August brought Atlantic City yet another increase of sports wagering revenue but it was also quite surprising with Resorts breaking Meadowlands Racetrack’s 54-month streak of being the top performer in Monopoly City. The total sports betting revenue reported by Atlantic City sportsbooks for August 2023 was $96 million, indicating a 47.1% growth compared to August 2022.
Based on revenue statistics published by the NJ DGE, we can see that land-based casinos kept the bigger market share of the total gaming revenue for the first eight months of 2023. That being said, the sector is constantly struggling to reach its pre-pandemic levels as many people have switched to online gaming and betting. With constantly increasing revenue generated from online casinos, it is easy to see that the online gaming sector in Atlantic City is increasing its contribution to the overall GGR growth each month.
Effects of Possible Casino Expansion in New Jersey and Launch of Casino Gambling in New York
As it was explained in the introduction part, in 1976, through a ballot, legal gambling was introduced in New Jersey, with voters approving of Atlantic City being the exclusive area where the Garden State’s gambling industry will be based. Nowadays, gambling in New Jersey and Atlantic City gambling are two mutually interchangeable terms, with all licensed operators generating the state’s gaming revenue being based in Atlantic City.
In 2016, there was a proposal for casino gambling expansion outside Atlantic City. The proposal was a result of an agreement between Governor Chris Christie and Democratic state regulators. However, voters rejected the proposal for New Jersey gambling expansion with 77% voting against the casino sector’s expansion outside Atlantic City.
According to analysis conducted by the credit-rating agency Fitch, a potential expansion of the casino industry in New Jersey could have devastating financial effects on some operators based in Atlantic City. Fitch specialists predicted that expanding the casino industry in the Garden State beyond Monopoly City would lead to as many as four of licensed casino operators to go bankrupt.
As for the possible legalization of casino gambling in New York, many financial experts are questioning what the effect of this step for the New Jersey gambling industry would be. Many believe that launching casinos in New York City will be devastating for the Garden State as many casino players would prefer to spare themselves the two-hour drive to Atlantic City if casinos are available in New York City.
Just for comparison, we can take a look at the numbers for mobile sports betting in the Garden State after New York launched mobile betting in 2022. In February 2022, just a month after New York introduced legal mobile betting, the sports betting revenue generated from NJ sportsbooks suffered a 33% year-over-year decline, shrinking to merely $31 million. This can be considered a good example of the impact a legalized New York casino industry could have on the Garden State’s gaming revenue in the upcoming years. While New York legislators still struggle to introduce a regulated casino sector in the Empire State, Atlantic City’s gaming industry is cautiously observing what will happen in the neighboring state in the upcoming months.
